In the project description it describes the impact of headwind/tailwind on ship speed. After calculating the 
possible maximum speed, do we have control over the throttle or do we have to go at maximum allowed speed? 
Let me know whenever you can.

You have throttle control so that you don't have to go at the maximum (possible) speed. A tailwind + max boat
speed sets the limit on the maximum speed, but it is NOT necessary for the boat to travel at the maximum speed.
